Richard Tinsley

Mr. Tinsley is an engineer/minerals economist/banker with some 25 years experience, mostly as a strategic/financial advisor or as the lead banker on numerous transactions - at last count in 33 countries. He has worked in five countries -- Ireland, Canada, USA, U.K., and now Australia.

Richard started studying Quantity Surveying before graduating in Engineering with honours, magna cum laude, from Michigan Technological University followed by a Master of Science in Mineral Economics from Columbia University, New York, with a graduate citiation.  He has conducted post-graduate research into economics and technology in project development and has studied econometrics.

In the finance field, Richard has been project finance director at:

Continental Bank (Chicago), a commercial/trading bank

  • European Banking Company (London), a consortium merchant bank

  • Prudential-Bache Capital Funding (Sydney), a Wall Street investment bank

  • Indosuez Australia (Sydney, Australia), a French merchant banque

    Projects have ranged from a US$1.2billion steel mill in Australia; a US$250 million financing of an oil refinery and cogen power plant in Papua New Guinea; a 17km light rail project in Asia; a $1billion power station development in Asia; to a $400 million fertiliser development (with railway) in Sri Lanka -- all in the lead/advisor role.

    An author on numerous topics in mineral economics and project finance, Richard was the Senior Editor of Finance for the Minerals Industry, a landmark publication by the Society of Mining Engineers ("SME") of the USA.  Richard teaches short courses on project finance for Euromoney / DCGardner and published a Practical Introduction to Project Finance in 1996 (revised in 2000)..  He has also developed a CD-ROM (3 disks) on Project Finance   and an advanced book on Project Finance (in 2000 too).

    As a co-founder of Asia Pacific Power, Richard Tinsley is also in the business of power station development with capability for conceiving, framing, structuring, and documenting every aspect of a power station from the business concept through to the technical and financial analysis and the financing itself. This includes fuel sourcing and PPA strategy and tariff negotiations.
